MI5: Over 100 U.K.-Linked Academics Aided Chinese Spies via Front Institute

Britain's MI5 security service has issued an unusual public warning: more than a hundred U.K.-linked academics have contributed to research projects that ultimately strengthened China's intelligence-gathering capabilities.
In a "Security Service Espionage Alert" published on September 30, 2026, MI5 said the primary purpose of the China General Technology Research Institute (CGTRI, 中国通用技术研究院) is to fund research that directly improves the technical espionage capability of China's Ministry of State Security (MSS).
A front for the service
CGTRI, also known as the China Academy of General Technology, is assessed by MI5 to be a front company for the MSS. Through it, Beijing funds research into artificial intelligence, cybersecurity, covert communications systems, and steganography.
According to the alert, more than 100 U.K.-linked academics have contributed to projects paid for by the MSS via CGTRI. In some cases the researchers themselves may not realise that this institute is behind the money. "This activity supports MSS espionage, which poses a threat to U.K. national security," the alert stated.
A call to universities
U.K. academic institutions have been urged to immediately review any ongoing or planned collaboration with CGTRI and to trace funding sources when working with Chinese partners. MI5 warned that continuing such collaboration could lead to prosecution under the National Security Act 2023, for providing material assistance to a foreign intelligence service.
Beijing's response
The Chinese embassy in London called the accusations "imaginary and purely fabricated." A spokesperson said exchanges and collaboration between U.K. and Chinese universities have always been voluntary, lawful, and mutually beneficial, and urged British intelligence to "stop spreading falsehoods" and undermining educational ties.
The alert echoes an August 2025 report by the U.K.-China Transparency think tank, which claimed Chinese students at U.K. universities are pressured to spy on classmates. The think tank said CGTRI has staffing overlaps with China's University of International Relations, closely tied to the MSS, and specialises in cybersecurity, signals intelligence, and AI-enabled tools that could serve cyber-attacks against U.K. targets.
