Mistral raises €3B for “sovereign,” open-weight AI

France's Mistral has announced a €3B Series D round at a post-money valuation of more than €21B. The company calls it the largest equity raise among European technology companies — and all of this just three years after it was founded.
Samsung Electronics led the round, joined by co-leads Scaleup Europe Fund, managed by EQT, and existing investor PSG Equity. New participants include Advent, funds managed by BlackRock and the Grand Duchy of Luxembourg. The round also drew earlier backers, including a16z, ASML, Bpifrance, DST Global, NVIDIA, Salesforce Ventures and others.
A bet on control, not just power
Mistral frames the new funding as fuel for expanding its research, scaling up the computing capacity for training models, and accelerating commercial growth. The company already operates in 20 countries and serves more than 125 enterprise customers, among them Airbus, ASML and HSBC.
The company's central argument: in the first phase of generative AI, everyone was asking who would build the most powerful model. Now organizations and governments are asking a different question — how to use AI for mission-critical tasks without losing control over the infrastructure and the “intelligence loop.” As Mistral sees it, demand is growing precisely for the combination of performance with independence, choice and predictability — against a backdrop of anxiety about long-term technological dependence and data-governance requirements.
Mistral positions itself as the only company in the world building the entire stack end to end: open-weight models, the infrastructure and computing capacity beneath them, and the products that carry all of it into production. The point is to free the customer from being locked into the roadmap, pricing and availability of a single vendor.
What “sovereign” AI means
An open, full-stack approach, the company argues, makes it possible to build solutions without exposing the most valuable data, workflows and corporate knowledge. Hence the term “sovereign AI” — control along four axes: data stays within the organization's perimeter; models can be customized; compute is private and predictable; and systems in production are fully manageable and auditable.
Notably, ASML led the Series C and Samsung Electronics led the Series D: companies at the vanguard of advanced manufacturing and engineering. Mistral reads this as a signal of confidence in the idea of embedding modern AI into complex real-world environments while retaining control over data, infrastructure and knowledge.
